486 out of 489: Why Public Officials Still Struggle with Asset Declarations

The National Agency on Corruption Prevention (NACP) has published striking figures: in the first seven months of 2026, it completed 489 full verifications of asset declarations and identified indications of violations in 486 of them.

An important qualification applies to these figures. The declarations were selected for verification using a risk-based approach, rather than through a random sample. The ratio of 486 out of 489 therefore cannot be extrapolated to all declarants.

Even with this qualification, the results deserve attention:

  • 283 declarations contained indications of inaccurate information involving more than UAH 2.136 billion;
  • seven contained indications of illicit enrichment involving more than UAH 87 million;
  • six contained indications of unjustified assets involving more than UAH 27 million;
  • 262 substantiated conclusions have already been referred to the competent authorities;
  • 111 criminal proceedings have been initiated, while materials from another 37 verifications have been added to previously opened proceedings.

A violation does not automatically amount to corruption. A technical error, inaccurate information, unjustified assets and illicit enrichment have different legal implications. In criminal cases, the final legal assessment is made by the court.

The broader issue is the way declarations are prepared. Many public officials still treat the declaration as a formality that can be completed independently or delegated to an accountant or assistant. In practice, an asset declaration is a complex legal document requiring analysis of property, income, corporate rights, financial liabilities, family members’ assets, rights of use and the sources of funds.

Particular attention is required for real estate, corporate rights, loans and financial assistance, crypto-assets, cash savings, property held for use, and family members’ income. An error or insufficient supporting evidence in these areas may lead to administrative or criminal proceedings.
